It casn also be an odd quirk with the keyboard controller, most often seen
on Dell motherboards.

Try pulling down the new 1.4_BETA boot disk
(ftp.netbsd.org:/pub/NetBSD/NetBSD-1.4_BETA/i386/installation/floppy/boot1.fs
and boot2.fs - yeah, I know, the second disk is tiny, but it's now
required).  This *may* fix your problem.
