Take out the ethernet card and any other pcmcia and get things working
without them.

Once that works, add back the ethernet card and add "ifconfig ep0
down" to /etc/apm/{suspend,sleep} (or whatever your ethernet card is
called) Add an "ifconfig ep0 up" to /etc/apm/resume.
 
Some laptops just don't seem to have working APM under netbsd.  My
toshiba t4800ct used to have a working APM under netbsd-1.3 (I think
that was the version), but is broken under current.
