Since I'm the owner of a 4-port Tulip card as well, and recently had
to beat it into submission to play well with the PCMCIA widget, yes, I
think your BIOS is configured wrong.
To into your BIOS, and look for an option to tell it what IRQs are in
use by ISA devices. I ended up with only one IRQ that all four ports
share, but all four ports work.
