I guess you mean 100Mbps.

I think the Intel PHY may have problems getting along with some 100Mbps
switches, specifically the way they do autonegotiation.

Try explicitly setting the media to 100base-TX (full-duplex if appropriate):

	ifconfig fxp0 ... media 100tx
or
	ifconfig fxp0 ... media 100tx mediaopt fdx
