This I've seen with 3c589b cards on a TI-1130 PC-Card bridge as well
(well, NetBSD thinks it is seeing an ISA-based Intel-82xxx bridge).
First it probes as ep0, next as ep1 and so on.  My guess is that some
of the kernel resources are not being freed when the card is
physically popped out.
