In my experience (keep in mind this was about 9 or 10 years ago, and on
PC-XTs and clones, so it may not apply any more), this wasn't the case.
Starting with some version of MSDOS (4.0 maybe?) DOS trapped INT 0x13
itself, did any necessary fixup for DMA boundary problems, and passed
things on to the BIOS.
