This simply is not true. I'm running NT on such a disk with an NTFS partition
beyound cylinder 1024 and it works without a problem. Even Windows 95 (SRII)
asked me if I would have liked support for bigger disks installed (which I 
didn't).

There are booting problems, which all PC OS's share due to BIOS limitations.
Even NetBSD can't boot from a partition beyound cylinder 1024.
