The I/O space that an EISA card gets is dependent on its EISA slot
number.  different hardware vendors provide motherboards with
different numbers of EISA slots, etc.

If you're not in an EISA slot, you certainly don't know what EISA slot
number you have (because you don't have one 8-) so how would you know
how to match an I/O port access against "your" ports?
