That's not the point.  As far as i'm aware, _none_ of the current
people/groups distributing NetBSD on CD-ROM are doing anything but
grabbing what's up for FTP and putting it on the CD-ROM.  Changing it
so that people can't install from those CD-ROMs:
	(1) won't convince them to change what they're doing
	    (you think NetBSD is a big-money market?!)
	(2) will keep users from being able to install from those
	    CD-ROMs, which, in all likelyhood will cause:
	(3) people to stop buying those CD-ROMS and then the
	    sellers to stop selling them.
