I have been experiencing similar problems with NetBSD1.1
and a PCI Powergraph 64.  S3-Trio64 (generic)
The first complaints were it not getting correct ioctl on
the mouse df, so I tried a using a logitech bus mouse on /dev/lms0
and now it gets as far as the base "checkered" X screen and quits.
