Yes.  There are some modifications to the ordinary bootstrap
loader which makes it into a DOS program.  I am not the author,
merely the one who pacakged it up for send-pr submission.  The
diffs have been submitted via send-pr, and is sitting in the
NetBSD GNATS database as bugid 1002, but it has as far as I know
so far not been integrated into the NetBSD source tree.

So, instead look in

	ftp://ftp.unit.no/pub/NetBSD/local-patches/

for the boot.* files.  There's a binary there as well, and it's
signed with PGP (signature of MD5 checksums in boot.md5.asc).

Note that the boot.com program can't work when you have a DOS
memory manager loaded, so you may have to use a separate boot
menu item for going to NetBSD.
