What I have done is use TAR floppies.  Install a basic system, which includes
TAR, and then use TAR to fetch an image of whatever.  Works great when
bringing up a system where the generic net driver configuration is
wrong, and one needs to reach across the net to the rest of the
install set.  

Your case will be more difficult, because you really want to be running 
off of a floppy.  Hmm.  Will the generic kernel let you reach across the 
net?  If so, somebody can send you a copy of restore, you can install that
on another NFS server, then cross mount using the generic kernel.  That
might be enough to get you going.
