At the very least, gcc-2.6.3 isn't.  These packages do in fact contain
executables using the 1.0 system-call interface, but are dynamically linked to
a post-1.0 libc, resulting in errors from ld when one tries to use them on a
stock 1.0 system.

These packages should be moved to the NetBSD-current packages directory.
