Has anyone considered putting VESA power saving features into the pcvt console
driver?  If not, can someone point me in the right direction for:

1)  turning off and on the horizontal sync?
2)  turning off and on the vertical sync?

That's all the monitors seem to do is to detect four states, one where
hsync and vsync are ``on'', one where hsync is off while vsync is on,
another while hs=on vs-off, and one where they are both off.  These put
the monitors into various power down modes.
