radios get qualified *with* their antennas. attaching your cheesy
walkytalkie to a 50 meter tall antenna violates your operating license.
but boy, you'd sure get some great range :-)

so. with a design that has a removable antenna. it's very reasonable to
expect that the fcc would insist that steps be taken to only allow the
specced antenna to work with the device.

but this is all surmission, unmitigated by fact :-)
