No.  I have the Japanese version of the MobilPro 780.  It runs X just
fine.

My MobileGear II MC/R430 (780 clone) will build the world in about 10
hours (less if you disable stuff).  These machines aren't fast for
building, and their graphics are also slow by todays standards for
desktops.  However, if you get one in good shape, with enough RAM
(more ram is more important than more MHz), then it will be a decent
enough of a machine for you.
