One thing that I didn't previously mention, and that nobody mentioned
to me, that's required to build the boot loader is Japanese Language
support.  It's not enabled by default in US (and probably many other)
NT installations (I'd previously just commented out the japanese code
page pragma in the .rc file.  8-)

To install it, you install the Japanese Language Pack from the NT
CD-ROM by openeing the \langpack directory in the CD in NT Explorer,
then right-clicking on the "Japanese" (japanese.inf) file and
selecting 'Install' to install the file, and finally rebooting when
it's finished.  (There's a readme.txt in that directory, which
explains the language packs.)
