As far as I could debug for now, the crash happens after reboot sent
SIGKILL to everybody, but before reboot(2) is called.  As reboot -q skips
sending signals, it just works.

Yes.  j720kbdmap.c lists differences between the internationalised
layout and the US layout, while with hpckbd(4), I must list the
differences between the Jornada keyboard and the layout of the matching
internationalised PC keyboard.  A picture definitely helps :)
