I installed the new hpcboot.exe you sent me and it did not seem to 
change anything initially. I then remembered a detail that I had 
neglected. I was booting /netbsd, not \Storage Card\netbsd. When I 
changed to using \Storage Card\netbsd, it worked perfectly. There must 
be some issue reading the filesystem properly or something. Oh well. It 
works now!! Thank you for your help.
