This was only a problem in 1.6 and has been fixed since 2.0.

Are you sure you are actually using the updated SYS_UBOOT and
loading a new kernel? HP machines can be a bit picky about what
medium they actually boot from.
I also noticed the problem in the 3.0 release, and even filed a
PR, but it works fine in 3.0_STABLE, and should also in -current.
Btw. the SYS_UBOOT that came with 2.x can also boot 3.x kernels,
And yes, 1.6 was also broken, (the kernel, not the bootloader),
but 2.x works very fine, as does 3.0_STABLE.
