Jason told me that HP425e has are some quirks around MCR_IEN bit:

http://mail-index.netbsd.org/port-hp300/2002/04/18/0000.html
http://mail-index.netbsd.org/port-hp300/2002/04/17/0003.html
http://mail-index.netbsd.org/port-hp300/2002/04/18/0004.html

so I've updated diff and pre-compiled kernel:
http://www.ceres.dti.ne.jp/~tsutsui/netbsd/hp300-MI-com-20031103.diff
http://www.ceres.dti.ne.jp/~tsutsui/netbsd/netbsd-hp300-MI-com-GENERIC-20031103.gz

Note current code just set COM_HW_NOIEN in sc_hwflags to ignore
IEN bits in MCR register as current apci.c does, but if
425e really has inverted IEN bit on APCI, maybe we should add new
COM_HW_INVIEN bit in MI com(4).
