Most likely, yes. My understanding was that the 9122 was double-sided and
held ~600 KB. The 9121 is the single-sided version, and holds ~270 KB.
Since SYS_UBOOT is only 75 KB, it should fit. I can do some digging to see
if I can restrict the 9122 to using single-sided formatting.

The 9122 is indeed 3.5". I'm not sure if a duplicator would work, though.
AFAIK, the weird formatting necessary for this scheme to work requires
floppies with 1024 byte sectors and an interleave factor of 2. I'll try a
couple of things out tonight to see whether it's possible to create disks
on a mac or pc.
