...NetBSD 1.3 no longer needs the "swap" entry, BTW.  The kernel doesn't
mount swap automatically... it's done with swapctl(8).

You should be using SYS_UBOOT...

Hmmm, something tells me it didn't use a privileged port.  You should
start by updating to SYS_UBOOT (you can find it in the base.tgz or in
ftp.netbsd.org:/pub/NetBSD/NetBSD-1.3/hp300/installation/misc/SYS_UBOOT.gz).

Try that first, and let me know if it solves your problem...
