Uhh, "sort of".  It's a high-speed GPIB card.

It's a ridiculous price, considering that they're several hundred
new 8)  You won't be able to talk to your HPIB disks with it, but
it'll talk (very quickly) to GPIB instruments and the like.

I'm in the process of negotiating with NatInst for the DDK for 
the PCI version of that card in order to develop a driver
for FreeBSD.  Their last quote looks pretty good (~$600), but
my funding just evaporated 8(
