fwiw; I have a root image and a usr tar ball on:

ftp.novatel.ca:pub/NetBSD-hp300

You should be able to just take the root image and dd it on to one of
your drives...

However; at the current time; disklabel's don't work so you can't 
create one of your own and the root image has the following disklabel
toasted into it:

  a:    16128      384    4.2BSD     1024  8192    16   # (Cyl.    1 - 42)
  b:   133248    16512      swap                        # (Cyl.   43 - 389)
  c:   630912        0    4.2BSD     1024  8192     0   # (Cyl.    0 - 1642)
  g:   481152   149760    4.2BSD     1024  8192    16   # (Cyl.  390 - 1642)

If your disk isn't at least 315MB then you lose for now.

The above is not an official NetBSD release. It is merely there because
I was helping someone out and I forgot to delete the files.
