I doubt current config(9) supports such conditional statements
by environments or something else.

I'm afraid you have to have both mipsel/mipseb config files
for bi-endian boards, which include either files.evbmips-el or
files.evbmips-eb that has proper "object /athhal-mips*-elf.o" lines.
