You can't, unless you want to use a *really* old version (i.e. from 1999). 

Your best bet is to go check out the official HOWTO 
(www.netbsd.org/Port/dreamcast/howto.html) and follow the instructions 
there. If you're not sure about burning a CD under Windows, you can get a 
version of Cdrecord that works on Windows at their official site.
