Josh, 

I'm still trying to get my Dreamcast to go somewhere besides an automatic
reboot once I load the initial CD kernel, but I had no problems with that
step after burning the DiscJuggler image at
http://www.roadsign.com/dc/netbsd.zip (that page has got some good files on
it). You might try it if you're looking to get functional quickly.
