I got it to work modem-to-modem using windows w/ sega browser.  The only
trick was the 9 volt battery (as someone mentioned before).  I had to set
the sega browser options to dial at least 1 digit, or it wouldn't attempt to
connect.  But, if it didn't have enough juice to produce the tone, it still
wouldn't connect.  The 9 volt battery solved the problem.

I wired it up using a wall jack (with two ports) from radio shack.  It
looked something like this guy's simple circuit:
