IIRC, PS1 ripped TLBs out of the core.
So, it is hard to port NetBSD to PS1.
According to Sakamoto-san, linux for psx from http://www.runix.ru/
uses the following tree:
PSXLinux/arch/mipsnommu/
You can see "mips nommu" in this directory name...
