Has anyone on this list figured out a way to build a bootable image under
windows?  I haven't seen tools, and I don't have access to a linux/unix/*BSD
computer to use for a while.  In a few weeks I'll have space to dual-boot.
When I do, should I use linux (which I feel quite competent to install set
up and use) or BSD, which I've never administered before (but have used a
little) but the tools might work better?

But, in the meantime, is there a good way to do all this from a windows
computer?  I have dreamcast + serial cable and can soon get the broadband
adapter (haven't bought it yet).
