Yes, all source is committed, & file sets  can be downloaded via ftp
from the published mirrors:

http://netbsd.org/mirrors/#ftp-releng

Be forewarned that the master releng site may be the only site with
the latest source & file sets.

Within a few days, I will post the script I use which automates the
