Yes. INSTALL is prepared for bootstrap netboot by
the firmware, which has a size restriction:

Note INSTALL seems to boot but it's configured to mount
NFS root for netboot, so I'm not sure if it's useful on
installation with restore cd.

I've put a working netbsd-4 GENERIC kernel for testing here:
