This looks like a problem with /dev/MAKEDEV, not your kernel.
My (~2.0) MAKEDEV has:

 	nsmb*)
 	        unit=${i#nsmb}
 	        mkdev nsmb$unit c 98 $unit 644
 	        ;;

What does "grep smb /dev/MAKEDEV" say?
Does "./MAKEDEV nsmb0" etc. work?
