df doesn't usually report the size of your swap partition.  If you've
got an mfs partition using the swap space as backing, the size of
the mfs partition defaults to something puny.  You can increase it
with options in /etc/fstab.  That's probably why top and df differ.

I have no idea how webmin works, or why it might have gotten it wrong.

How much of your 80GB disk is recognized?
