I'm running NetBSD 1.6.2_STABLE on a Qube 2, and the serial port
works fine; it's used as console.

You're right, at least that's how I use it: Qube's serial port configured
as console and connected to a PC using a null modem cable, and then
using tip(1) or cu(1) (or kermit or ...) on the PC to connect to the Qube.
