What is in the root directory of the CD ? Is there just the "netbsd"
kernel file or are there any other files of a similar size ?

You can read it on any PC.

The CD doesn't need to be bootable, so the only thing that could go
wrong would be if the kernel file was in the wrong format.

Or it just doesn't have a disklabel, but you had suspected that
anyway.
