Has anybody been able to take a look at the Compaq Itsy prototype systems
in order to do a NetBSD/arm32 port to them?

They aren't readily available for sure, but Compaq was generous enough to
put up details for building your own. I don't think it'd be trivial, but
I bet it's well within the capabilties of at least some of the people who
following these sorts of things.
