Excuse me?  If I have a file system mounted on /floppy I sure can change
the permissions on /floppy.  Now, doing that changes the permissions of
the root directory of the file system mounted on /floppy and not the
permissions on /floppy when there is no file system mounted, but that
is normal Unix behaviour.
