I can't see /etc/man.conf on the Solaris box I am using right now. However, if I 
do "man xman" ;-) I get told that the MANPATH environment variable is the thing 
used to find the manual page resources for xman (or /usr/man on POSIX systems if 
there's no MANPATH). There is talk of a "mandesc" file, however.

I tend to put that sort of thing in my .cshrc file, but then I'm a naive 
applications developer.
