I had exactly the same problem at first and am using a very similar setup to
you (slightly larger hard drive and a couple more megs of memory).  The way I
got things going was:

1. Create a partition in Rapier at the same point and with the same size as
you want your RiscBSD partition to be.

2. Format the partition using Rapier.

3. Use bb_riscbsd to create a RiscBSD bootblock on the partition.

4. Start the RiscBSD installation and proceed as described in your original
posting.

I found that when I rebooted and went back into the RISC OS Desktop the ATAFS
disc icon corresponding to the RiscBSD partition was greyed out, I assume
because it couldn't recognise what type of partition it was.  The I just went
back into Rapier and removed the partition and all seems fine (maybe you
could do this after step 3. above - I might try this later while all my
data is still backed-up :-).

I did have problems later on (as described in another posting) but I don't
think they are related to the way I set the partition up (or maybe they are
and I'm talking nonsense - who knows?).
