Ok I did not realise that this would be such a bit problem. The format of the
message catalogs changed for 1.2. The 1.2 installation will have installed the
new catalogues. Because NetBSD/arm32 uses static binaries all the 1.1 stuff
will be using a 1.1 libc and expecting the old message catalogue format.

The solution is to upgrade everything to 1.2. I will start to build some of the
other sets for the 1.2 beta'
