I've just committed the change to make ARM ELF platforms use short enums
by default.  I think I've already committed all the changes to make NetBSD
build with this setting, but there may still be small glitches.  In any
case, this constitutes an ABI change for ARM ELF platforms, so they have
to recompile everything.  That's what you get for being an early adopter;
sorry.
