Off topic comment:
We don't have to change the number of TLBs for UPAGES.
The number of wired TLB entries of ARC port is already dynamic.
(i.e. a patch supplied by Urata-san is already in-tree.)

But perhaps wiring TLB entries is not enough to make ARC firmware
usable from kernel.
