Well, basic console I/O is pretty simple and documented in
http://www.microsoft.com/hwdev/download/respec/riscspec.zip .

However, if the ARC console code works like on SGI systems,
you need to frob some private vectors to get it to pass "signals"
(^C etc.) to the kernel rather than interpret them itself.
