Well --- then it's clear:

all relevant disks are on the slow scsi bus (maximum raw
transfer rate is 14.3/3 MHz x 1 byte/word == 4.77 MBytes/s, making the machine
even slower than it might be...

But to really make this faster, the make readme would have to be completely
restructured, as others have explained already. It is too slow even on machines
10 times as fast as yours.
