My bad. I didn't realise that you were talking about the pkgtools pkg
stuff. Due to morning and not enough caffeine, I thought you were just
talking about pkgsrc itself.

You should be able to get it via:
ftp ftp://ftp.netbsd.org/pub/NetBSD/packages/distfiles/LOCAL_PORTS/pkg_install-20010307.tar.gz

and put it in /usr/pkgsrc/distfiles/
