No, its not.
a) the INSTWDCPCM kernel didn't have the
pseudo-device rnd
which openssh requires to work. (Well, there are hacks, but they tend to
encourage the user to use no real randomness at all.)
b) some encryption methods aren't in the base distribution, because they are
patented in some regions of the world (e.g., IDEA; in parts of Europe) and not
freely usable.
But you can use, e.g., blowfish out of the box fine, when your kernel rnds.
