It seems that you did not read the install document very carefully.
"c" is _not_ third partition on the disk. The layout is rather like
this:
a - root (no matter where it is located on the disk)
b - swap (no matter where it is located on the disk)
c - the whole disk! Do never use this, unless you _really_ know what
you're doing!
d, e, ... - the other partitions on the disk, regardless of
their type, so your first normal NetBSD partition
will probably be sd2f (d and e being ADOS partitions).
So, during install, use sd2b as the root partition (assuming you
successfully transferred the miniroot to you swap partition, and
"none" for dump, as the documentation says.
Later, sd2a will be the root and sd2b the swap partition (also used
for dumps in case of a kernel panic)
