I get:
tcsh 6.07.02 (Astron) 1996-10-27 (m68k-motorola-NetBSD)
options 8b,nls,dl,al,rh
Since 8b and nls in in there, tcsh is able to do Umlaute. But
$LC_CTYPE has to be set to 'iso_8859_1', otherwise no Umlaute.

Here, it's sufficient to set LC_CTYPE. Setting $LANG to 'de' doesn't
do the job (neither when vi is started from sh, nor from tcsh).
